feat(admin-ui): migrate plan list to ConnectRPC

- Replace REST API calls with useQuery from @connectrpc/connect-query
- Use FrontierServiceQueries.listPlans for fetching plans
- Update Plan type from @raystack/frontier to @raystack/proton/frontier
- Add proper error handling with EmptyState component
- Update timestamp handling to use timestampToDate utility
- Update field names from snake_case to camelCase (created_at -> createdAt)
- Apply staleTime: Infinity for caching strategy
