feat: add runtime config for webhook delete functionality

- Add WebhooksConfig struct with enable_delete field to UIConfig
- Update /configs endpoint to return webhooks configuration
- Add webhooks config to frontend Config type with default false
- Conditionally show delete menu item based on config.webhooks.enable_delete
- Delete functionality is disabled by default unless explicitly enabled in config
