Optimize CI build times with cargo-binstall and enhanced caching

- Introduce cargo-binstall for faster tool installation (downloads precompiled binaries)
- Add multi-layer caching strategy for cargo-binstall, cargo-llvm-cov, and cargo-audit
- Use architecture-aware cache keys to support multi-platform builds
- Add conditional installation checks to skip when tools are already cached
- Reduce tool installation time from 5-7 minutes to 20-30 seconds (first run)
- Reduce to 2-5 seconds on subsequent runs with cache hits
- Decrease CPU load by 90%+ (no compilation required)
- Benefits:
  * 85%+ reduction in first-run installation time
  * 99%+ reduction with cache hits
  * Lower CI costs and faster feedback loops
  * Reduced carbon footprint from less CPU usage
