Use dynamic port allocation in streamable proxy test (#2172)

The test was using a hardcoded port (8091) which could cause failures
if that port was already in use on the system. This change adds a
getFreePort() helper function that requests an available port from the
OS, making the test more reliable in environments where multiple tests
run in parallel or when other services might be using the same port.

This prevents test failures due to "address already in use" errors
and improves test isolation.
