refactor(Safe Shield): rename `KNOWN_RECIPIENT` to `RECURRING_RECIPIENT` across the codebase (#2743)

This updates the terminology used for recipient status to improve clarity. The term 'KNOWN_RECIPIENT' has been replaced with 'RECURRING_RECIPIENT' to avoid conflicting naming with the client-side address book check where 'KNOWN_RECIPIENT' is used for a recipient address being in the address book.

No functional changes were introduced; this is purely a terminology update.
