Alma locations with 'General' Fulfillment unit should use the default pickup locations
Update pickup_locations to use new recap_annex_available_pick_ups

pickup_locations:
checks for illiad eligible item to alway use the
first from the default_pick_ups[0]
recap_annex_available_pick_ups will only check for recap and annex with a specific list of locations
check for standard circulation locations per this ticket https://github.com/pulibrary/bibdata/issues/2926
