Fix get_provider/1 returning {:ok, nil} for metadata-only providers (#84)

Previously, get_provider/1 would return {:ok, nil} when a provider
existed in the registry but had module: nil (metadata-only providers
like google-vertex). This caused UndefinedFunctionError when trying
to call functions on nil.

Now returns {:error, :not_implemented} for providers that exist but
have no implementation module, allowing callers to handle this case
appropriately.

Fixes the error:
  ** (UndefinedFunctionError) function nil.prepare_request/4 is undefined
