### Summary of your changes
This PR is the continuation of
https://github.com/elastic/cloudbeat/pull/3519.
In this PR we are fixing broken JSON. there are 3 rules with broken JSON
in the rules
- 2 of them are fixed by updating the xlsx source file (it's way easier
to just update the source file as we most likely won't ever update this
source file ever again),
- 1 of them is fixed by updating the script a little bit
