Bump rustfmt style edition to 2024 (#15093)

In #14876 we bumped the rust edition used for Qiskit to edition 2024.
However, as part of that PR we left the rustfmt style edition at 2021 to
minimize the diff and also have an independent commit that we can add to
the git blame exclude list that only changes the code formatting. This
commit follows up from there and bumps the style edition used by rustfmt
to 2024. When this commit merges we should add the sha1 of the merged PR
to `.git-blame-ignore-revs` so the code formatting doesn't show in git
blame.
