Noise window gap and fixed noise window logic (#48)

* Add configurable gap to noise window extraction

Introduces a 'noise_window_gap' parameter from config to control the gap between the hit and the extracted noise window in NoiseBank. Updates window start and end index calculations to include this gap for improved noise characterization.

* Validate noise_window_gap is non-negative

Added an assertion to ensure that the noise_window_gap configuration parameter is non-negative in the NoiseBank plugin. Also updated the plugin version to 0.0.1.

* Fix overlap detection logic in NoiseBank plugin

Corrects the logic for detecting overlapping hits in the NoiseBank plugin by updating the calculation of previous hit start indices and the overlap mask. This ensures valid hits are properly identified when checking for overlaps.
