Migrated to fragments based change log generated by antsibull-changelog

Details:

* The doc build targets in the Makefile now invoke antsibull-changelog
  to generate the CHANGELOG.rst file.

  The prior change logs have been converted to changelog.yaml which is
  consumed by antsibull-changelog.

  The release_notes.rst file now includes the generated CHANGELOG.rst file.

* The instructions for making a release have been updated to run
  'antsibull-changelog release' which reads the fragment files and
  updates the changelog.yaml file. A subsequent 'make docslocal' then
  invokes 'antsibull-changelog generate' to generate the new
  CHANGELOG.rst file.
