Added unreleased changes to change log

Details:

* So far, unreleased changes remained as change fragment files
  and were not included in the change log of the documentation.

  With this change, the conf.py file of Sphinx determines whether
  the build is for a development version (from the version string)
  and if so, uses towncrier in draft mode to generate the change
  log for the development version as a temporary file and sets the
  "dev" tag. The changes.rst file includes the temporary change
  log file if the "dev" tag is set.
