feat(jetstream): batch publishing (#322)

* feat(jsapi): add support for batch publishing

- Introduced `allow_atomic` to enable atomic batch operations in stream configurations.
- Added `BatchPublisher` API for publishing message batches with support for headers, sequence tracking, and acknowledgments.
- Implemented `BatchMessageOptions` and `BatchMessageOptionsWithReply` for granular batch operation controls.
- Added tests to validate batch publishing functionality.
