TTPForge Move Command Polishing

Summary:
Updated TTPForge Move command to properly handle source references starting with // and function appropriately in scenarios where there is no defined config file.

Additionally added an --unsafe flag to perform moves without updating dependencies. This should only be used if you know there are no dependencies.

Updated documentation to discuss these changes and provide an additional warning for moves without config files.
