feat: improve vitest config and project maintenance (#40)

This commit includes two main improvements:

1.  **Project Maintenance:**
    - Remove unused babel dependencies.
    - Add tests for debounce utility, increasing test coverage from 86% to 99%.
    - Fix a bug in the debounce utility.
    - Exclude index.ts from test coverage report.

2.  **Vitest Configuration:**
    - Remove vitest globals from tsconfig.
    - Update test files to explicitly import vitest functions.
