feat(containers): add network deletion with constraints

- Add `has_many` `:container_networks` relationship to Network resource
- Add postgres reference constraint with `on_delete: :restrict`
- Add tests for network deletion scenarios
- Ensure networks cannot be deleted if referenced by any container
