Update BASE_PULP_FIXTURES_URL constant

Make some additional changes to `pulp_smash.constants`, beyond those
which were made by the previous commit.

* Some constants still contain hard-coded references to
  https://repos.fedorapeople.org/…. Drop these hard-coded references,
  and use `BASE_PULP_FIXTURES_URL` instead.
* Change the constant by shortening its path from
  `/repos/pulp/pulp/fixtures/` to `/pulp/pulp/fixtures/`. This has no
  functional difference. And if one goes to
  https://repos.fedorapeople.org, one will find that it is possible to
  browse only to the shorter path.
* Reformat some bits of code.
* Rename `BASE_PULP_FIXTURES_URL` to `PULP_FIXTURES_BASE_URL`. The
  phrases "pulp fixtures" and "base url" both have specific meanings,
  and it (hopefully) makes more sense to chain the phrases together.
