fix!: remove error returned when tx is missing

Rather than returning an error when transaction corresponding to an
anchor and last_seen, first_seen, last_evicted timestamps is missing
we instead quietly insert the anchor or timestamps in the db. This is in
accordance with the sqlite persistence.
