* Clear static files and recollect on every start-up

* Add variable to override static file reset for backward compatibility

* Apply changes to correct file this time...

* STATIC_REST -> STATIC_ROOT_RESET

* Remove debug lines, set STATIC_ROOT_RESET = False for backwards compatibility

* Add clear option to collectstatic to allow clearing STATIC_ROOT before collecting

* Refactor Docker salt process to run collectstatic with clear if STATIC_ROOT_CLEAR env var is true.

* Write tests for new --clear option of the collectstatic command

* STATIC_ROOT_CLEAR default to True
