Docs: Fixed broken links and commit message checking in the documentation

Details:

* Fixed broken links in the documentation.

* Fixed the description of commit message checking in the development section
  of the documentation to remove the mentioning of the GitCop service which
  is no longer used.

* In the Bibliography section:
  - collapsed the versions of HMC WS-API books into just the latest
    version 2.17
  - added HMC Help link
  - updated HMC Security book to 2.17 version
  - removed HMC Operations Guide (no longer exists)

* Removed the badges from the introduction page of the documentation
  on readthedocs. They are still in the readme file on the github repo.
