feat(spam): add bulk message deletion for duplicate spammers

implement ExtraDeleteIDs feature to aggressively clean up all spam messages
when a spammer is detected. when duplicate threshold is reached, all previous
duplicate messages from the user are deleted, not just the triggering one.

key changes:
- add ExtraDeleteIDs field to spamcheck.Response for bulk deletions
- refactor duplicate detector to track message IDs alongside counts
- implement rate-limited deletion with 35ms delay between API calls
- add superuser protection to skip extra deletions for admins
- preserve message IDs beyond time window for comprehensive cleanup

includes comprehensive test coverage and documentation of the feature.
