Transpile tests Merge #15

ts-node is not active but tsx is.
We first aimed to use tsx instead of ts-node, as ts-node is not active project.
But after getting tsx working, we figured that tsx needs node >=18 to work.
And we need to drop node 16.x job on CI to adopt tsx.
We then thought of just transpiling and expand the CI matrix.
