Fixed issue with creating/updating OSA/HS NICs on z17

Details:

* Fixed that for z17 CPCs, NICs backed by OSA or HiperSocket adapters could not
  be created or updated to change their backing adapter. (issue #1178)

* Added support for z17 machine model in test_zhmc_partition_properties()
  end2end test function.

* Fixed incorrect faked FTP .ins file name which is now checked on z17, in
  test_zhmc_partition_state() end2end test function.
