### What kind of change does this PR introduce?
Station data conversion for CanHomT daily temperature data :

Modifies ghcn.py to make a single station data pipeline 

TODO could possibly refactor the filename to something more generic 


### Does this PR introduce a breaking change?
Yes `convert_ghcn_bychunks` function refactored to
`convert_statdata_bychunks`. GHCND Template has been updated for this
change
