* move application-wide feature flags to application helper

* move library_link to application controller, rename to avoid loop created by namimg collision

* move application helper tests from catalog helper spec

* Extract helper methods to DocumentDecorator

* Refactor more document data processing methods from CatalogHelper to DocumentDecorator

* Move business logic methods from CatalogHelper to SolrDocument model

* Update app/decorators/document_decorator.rb
