New alert: `HCOMultiArchGoldenImagesDisabled` (#3722)

* move the API related consts to the api pkg

To avoid cyclic import error, moved the API group and version consts to
the api package, from the util package.

Also, remove hco v1alpha1 permissions for the webhooks. This version is
deprecated for a very long time (a few years).

* Add metric for multi-arch detection, when the FG is off

On a multi-arch cluster, a cluster with more than one architecture of
the workloads nodes, the `kubevirt_hco_multi_arch_boot_images_enabled`
metric indicates whether the multi-arch boot images feature is enabled
(1) or not (0).

* Add the HCOMultiArchBootImagesAreDisabled alert

The alert is triggered if the value of the
`kubevirt_hco_multi_arch_boot_images_enabled` metric is 0.
