feat: add `ActivationLayer` abstraction with support for multiple activation functions (#95)

- Introduced `ActivationLayer` and `ActivationLayerConfig` abstractions to wrap various activation functions from `burn::nn`.
- Implemented support for ReLU, PReLU, GeLU, Sigmoid, Tanh, LeakyReLU, HardSigmoid, SwiGLU, and Linear activations.
- Added unit tests to verify forward pass functionality for each activation type.
- Enhanced module structure by integrating `activation` under `layers` namespace.
