test(web): add comprehensive concurrency tests

add four new test functions to verify thread safety under concurrent operations:
- TestServer_ConcurrentJobEvents: tests multiple goroutines sending job events
- TestServer_ConcurrentHTTPRequests: tests concurrent HTTP requests from multiple clients
- TestServer_ConcurrentModifications: tests concurrent crontab reloads, events, and persistence
- TestServer_EventChannelStress: stress tests the event channel with 1000 events

all tests pass with -race detector, confirming proper mutex usage and thread safety
