GUI: Setup Qt translations support in CMake

The code is taken from Subsurface:
https://github.com/torvalds/subsurface/

The translations are only build
if Qt5 Linguist is found on the platform.
Ubuntu 14.04 doesn't have CMake configurations for Linguist.
