Updates to add command line argument for changing in memory buffer size for reports (#349)

## Context
Mentioned in https://github.com/openbraininstitute/neurodamus/issues/146
Users should be able to change the memory used for reports to hold data
between writes to disk

## Scope
Added element to command.py to receive the value and node.py should
receive and apply the value for both classic NEURON and CoreNEURON
executions

## Testing
Integration test added which verifies that the reportinglib detects the
requested max buffer size
