Hoist CodePointTrie fast path bound checks to constructor (#6863)

Closes #6854

As a motivating example even with the current-default small tries, this
improves Greek already-normalized UTF-16 prefix finding throughput by
42% and already-normalized UTF-16 writing throughput by 23% or 25%
depending on form.
