Commit Message

Update CMake's minimum version to 3.28

- Target Ubuntu 24.04 instead of 22.04
- Ubuntu 24.04 tracks CMake 3.28
- Remove anti-aliasing test as there's no guarantee
- Update MinGW to the latest WinLibs distribution
- Temporarily disable caching of OpenCppCoverage as it fails to properly
  restore the cache at times
