feat: add --config flag for custom configuration file paths

- Add global --config/-c persistent flag available to all commands
- Add DUCK_CONFIG environment variable support
- Implement config precedence: CLI flag > env var > auto-discovery
- Enhance loadConfig() with proper error handling for missing files
- Add comprehensive test suite covering all precedence scenarios
- Update README with configuration discovery section and examples
- Maintain full backward compatibility with existing behavior

This enables multi-environment workflows, CI/CD flexibility, and team
customization while following standard CLI patterns.
