Add fix for django 1.10 CONTENT_LENGTH handling

Fix https://code.djangoproject.com/ticket/27005 by never allowing CONTENT_LENGTH values that are empty strings specifically in Django 1.10. Such CONTENT_LENGTH values should be valid for other versions of Django.

This removes the need for a note about this problem in the readme.
