Fix failing Percy and WCAG tests (#1954)

* Adds --no-sandbox header to puppeteer launch call
* Updates tests/ html files to include required WCAG features like title element and language attribute on html tag
* Awaits page close in WCAG test
* Updates translations file (via 'npm run extract-translations')
