GH Actions: re-instate GH token for setup-php

The `setup-php` action runner should be using the `secrets.GITHUB_TOKEN` by default now, but since removing the token set via `env` (PR 259), I'm running into rate limits again.

Let's try to explicitly set it via the new `github-token` input and hope for the best.
