test(spaces): overrides`SpacesCreationRateLimitGuard` to `SpaceSafesController` tests (#2668)

This PR overrides the SpacesCreationRateLimitGuard in the space-safes controller tests. The guard was intermittently causing test failures, making the unit tests unreliable. Since rate limiting is not within the scope of this test suite, we are explicitly overriding the guard to ensure test stability.
