Remove Vercel cron configuration for external service

- Removed cron schedule from vercel.json (Hobby plan limitation)
- Kept /api/cron/fetch-posts endpoint for external cron services
- Added CRON_SETUP.md with instructions for cron-job.org
- Updated CLAUDE.md documentation

Vercel Hobby plan only allows daily cron jobs. For more frequent
updates (every 10 minutes), use external services like cron-job.org
which can call the existing endpoints.
