Migrate project metadata from setup.py to pyproject.toml (#197)

* initial port of repo data to pyproject.toml

* exclude docs, excamples and scripts for bdist

* remove python 3.7 and 3.8, add pkg-config to conda/enviromnent.yml

* update to python=3.9 in enviromnent.yml, typo

* update libadcc_extension setup

* explicitly add libadcc to sdist

* drop unknown variables from config file

* remove adccsetup and update config file handling

* update build_docs in setup.py and use it in CI

* update cpptests and fix logging

* Fix typos in documentation, ci.yaml, and in setup.py

* fix coveralls error: exclude /tmp/ in lcov

* replace python 3.11 with 3.13 in CI

* update Python to 3.13 in CI for conda tests and code style checks; fix typo

* update publish workflow

* update a few error messages
