Add network policies for the UI pods (#3686)

* Add the new DEPLOY_NETWORK_POLICIES env var

In CSV merger, if the `--dump-network-policies` flag is true, add the
new `DEPLOY_NETWORK_POLICIES` environment variable to the operator pod.
