feat(ui): add dynamic year in footer using template functions

replace hardcoded 2022 copyright year with dynamic current year in all web page footers.
implemented using template.FuncMap with currentYear function instead of passing Year
parameter to each controller. created reusable footer.tmpl to eliminate duplication.

- add footer.tmpl template for consistent footer across pages
- implement currentYear template function via FuncMap
- update all templates to use {{template "footer"}}
- add comprehensive web endpoint tests with footer verification
- fix mock parameter naming from maX to maxItems
- add test helper setupTestServer to reduce duplication
- add template function test for currentYear
- update golangci-lint config to suppress unused-parameter in tests
