Add `create_group_acl` array to `groups_config.json`. Can either be a user_id (iss + "/" sub) or a pre-existing group id (UUID4). The create group endpoint will now return 403 if the user_id (or any of the user's groups) is not in the ACL.
Audit logger instantiation reworked to use StreamHandler as a fallback-fallback and not instantiate the default fallback TimedRotatingFileHandler unless syslog is not configured or available.
Updated unit create group unit test to reflect change. Needs ACL check negative test.
