### What kind of change does this PR introduce?

* Previously, the catalog was cache in /`tmp/catalog`. This was
problematic when sharing a server like in Ouranos, because if person A
creates it, person B gets denied permission to write there and it
impossible to open a dataset. Now, the catalog is cached in a unique dir
( `/tmp/tmpXXXXX/catalog`) which means more than one person will be able
to run xdatasets on a common server.
