Fix handling of immutable UnlexerRules in Python backend (#288)

Comparisons between UnlexerRule objects now correctly take the immutable
attribute into account. Additionally, it resolves an inconsistency between
generation and parsing: while inline literal tokens were marked immutable
during generation, only literal-only top-level UnlexerRules were treated as
immutable during parsing. Inline literals embedded in parser rules were not.
This behavior is now unified, and the affected tests have been updated
accordingly.
