Support NetworkPolicies in the bundle image (#3568)

* Add a new tool to split multi-resources kubernetes manifests

The tool splits a long multi-resources file, into single resource files
The file names contains the resource type and the index number for this
type (except for scv resources, that the tool assumes is a single
resource in the original file).

* In build-manifests, support dumping network-policies

When splitting a multy-object yaml file, not only csv and crd files are
created, but a file for any other kubernetes resource.
