Introduce assertions for "relative" numerical error

assertRelErrorWithin() and assertNotRelErrorWithin() are the
counterparts to the "absolute" error assertions, but work with
the relative error instead (i.e. they 'scale' the difference by
dividing with the "expected" value). This would be possible,
but awkward to specify with the existing functions.
