PCSCCardRequest: fix waitforcardevent() initialization

We must start the state with SCARD_STATE_UNAWARE to be notified of the
_already_ inserted cards.

The change in c91c9c0cc was bogus.

Thanks to Dain Nilsson for the bug report
"CardMonitor does not detect connected cards on start in 2.2.2 #231"
