chore: add liveUpdateConfiguration settings to HCO CR (#3630)

fixes: https://issues.redhat.com/browse/CNV-65047

This PRs adds new structure spec.liveUpdateConfiguration to
HCO API. This fields contains three fields: maxCpuSockets, maxGuest,
maxHotplugRatio.
Struct is used only for passing configuration to KubeVirt CR
(https://kubevirt.io/api-reference/main/definitions.html#_v1_liveupdateconfiguration).
