csv-generator: add -dump-network-policies flag

As part of an ongoing effort to be compliant with NetworkPolicies a new
flag has been added to the csv-generator aptly named
dump-network-policies to create network-policies that are required for
CDI to function properly under in a default deny environment.

Accompanying flags include DNS and kube-apiserver selectors for their
respective policies to allow customization.
