Fix GitHub Actions syntax error in docker.yml

- Remove secrets access from 'if' conditions (not supported in newer GitHub Actions)
- Simplify conditions to check only github.event_name
- Maintain proper secret usage in 'with:' contexts
- Resolves: 'Unrecognized named-value: secrets' error

The workflow will still:
- Skip Docker login/push for pull requests
- Use secrets properly for authentication
- Push images for branch pushes and tags
